Atos's Genesis Intelligence copies the ontology approach, pushing down the ceiling in European government
France's Atos has launched Genesis Intelligence and Codex, a direct imitation of Foundry/AIP's 'ontology, model neutrality and air-gapped deployment'. It supports the view that Palantir's moat sits in the ontology layer, not the model layer.

But concrete domestic alternatives are now emerging in the European government market, and its ceiling will be pushed lower still. The ontology methodology itself is being copied, which is the same trend as 'the forward-deployed engineer model copied by AWS' on 24 Oct. There is no short-term impact on revenue. What matters is international government revenue growth in the Q3 results on 2 Nov.
Key evidence
- Atos launched Genesis Intelligence and Codex on 26 Oct (reported by IT SOCIAL on 27 Oct). The AI platform can be deployed on public cloud, sovereign cloud, on-premises or in air-gapped environments. The core component, Codex, models the organisation (entities, relationships, rules, permissions and executable actions) and turns AI analysis directly into operations, with the degree of human involvement set as needed. It is built on open-source technology, picks the lowest-cost model for each request and can run small models locally. It targets defence, transport, critical infrastructure and the public sector.
- One key line in the Atos coverage: what a deployment is worth depends on the cost of building the ontology, not on which model is chosen. This supports the view that Palantir's moat sits in the ontology layer, not the model layer.
- Evidence of substitution in European government: in June France's General Directorate for Internal Security (DGSI) chose the domestic firm ChapsVision to replace Palantir, and there has been pushback in the UK (NHS) and Switzerland. 'Replacing Palantir with a domestic product' now has a concrete option in Europe.
- Atos's own risks: it has only just emerged from crisis, with Q3 revenue of €1.642 billion, organic growth of -2.4% and new orders of only about 62% of revenue. Its ability to execute on a software platform is in doubt, and the product has only just launched, with no customers and no orders.
- Palantir's ontology barrier rests on the data and process stickiness built up over years of deployments, which cannot be replicated through product form alone.
- The copying of the ontology methodology and the copying of the forward-deployed engineer model by AWS (24 Oct) are one and the same trend of moat replication.
- Most of today's other news is noise about analyst price targets and the share price, excluded under the rules. No new Form 4 has appeared on EDGAR since 19 Oct.
Catalysts to watch
- Q3 results on 2 Nov: watch international government revenue growth to see whether the European substitution effect has fed through
- Progress in signing actual customers for Atos's Genesis Intelligence (currently zero customers and zero orders)
- Whether ChapsVision repeats its win outside France's DGSI with other European government clients
- New Foundry/AIP orders from US government and commercial customers, to see whether they can offset the lower ceiling in Europe
Risks
- The ceiling in European government keeps being pushed down: France's DGSI chose ChapsVision, there is pushback in the UK (NHS) and Switzerland, and Atos is now imitating the ontology approach.
- Both the ontology methodology and the forward-deployed engineer model are being copied, and the trend of long-term erosion of the moat is now clear.
- The moat is still there for now (ontology build cost plus years of stickiness in data and processes), but 'impossible to copy' has become 'costly to copy'.
- Atos's weak execution (Q3 organic growth of -2.4%, new orders only 62% of revenue) is no threat to Palantir in the short term, but it gives European buyers a political narrative that 'a domestic alternative exists'.
