Fort Bend solar plant tax breaks and faster Cybercab registrations in Texas
Tesla is pushing the vertical integration of its energy business (solar and storage) and ramping up its Robotaxi fleet. But heavy capital spending keeps weighing on free cash flow, and the number of Cybercabs actually on the road is still far below the number built.
Key evidence
- On 22 Oct the Fort Bend County commissioners voted 4-0 to approve four tax agreements for Project Crystal Sun, a $10 billion solar factory. The factory buildings get 100% property tax relief and a 90-100% tax-refund subsidy, covering 30-35 years. Tesla guarantees the county at least $2 million a year.
- Job requirements: at least 8,700 jobs at full production, with a minimum annual salary of $100,000. The milestones are 2,500 jobs in the first year and 7,500 in the third. Reaching 12,000 jobs for two consecutive years can extend the incentives.
- Timeline: construction starts in 2026 and finishes in 2028, with production beginning in 2029 once the governor approves. The site of more than 1,000 acres is still a choice between Fort Bend and another, undisclosed location. Lamar school district has approved halving its school district tax for 2029-2038.
- Texas registrations: as of 24 Oct, Tesla had 927 autonomous vehicles, 420 of them Cybercabs. On 22 Oct it was 858 vehicles, including 351 Cybercabs. Cybercabs rose by 69 in two days, against only 32 in the previous two weeks.
- For comparison, Waymo has 1,185 vehicles in Texas, and NHTSA documents show about 1,000 model-year 2026 Cybercabs have been built.
Catalysts to watch
- Cybercab arrives in Dallas next month
- Small-volume Cybercab sales to outside customers at year-end
- Production start in 2029 once the governor approves Project Crystal Sun
- Final site decision between Fort Bend and the other undisclosed location
Risks
- The heavy jobs requirement (8,700 people at $100,000 a year), together with $20 billion of annual capital spending, keeps weighing on free cash flow.
- The site is undecided, so this is an option rather than a committed investment.
- The gap between the number of Cybercabs built (about 1,000) and the number on the road (420) is still wide.
- The Texas registration figures come from a third party (tesla-mag) and are not official data.
